Regulations for the Use and Management of Property, Equipment, Chemicals, and Waste Liquids
Department of Semiconductor Engineering Lunghwa University of Science and Technology
Article 1 To effectively manage laboratories and teaching/research chemicals, the Department of Semiconductor Engineering (hereinafter referred to as “the Department”) establishes these Regulations for the Use and Management of Property, Equipment, Chemicals, and Waste Liquids (hereinafter referred to as “the Regulations”).
Article 2 Scope of implementation:

Instruments and equipment in the Department’s laboratories and faculty offices.

Chemicals (H506 Practice Classroom and H508 Chemical Storage Room).

Waste liquid storage rooms (H304-1 and the balcony storage room on the 3rd floor of Building H).
Article 3 Relevant regulations:

All equipment/items with University property numbers in faculty offices and laboratories must remain in fixed positions starting from September 2009. Any relocation must be reported to the Department assistant. Unauthorized relocation will be recorded as a laboratory violation.

Each laboratory and faculty member shall assign one student to assist the Department assistant in property management.

For items/equipment requiring repair, a vendor quotation must be provided and reported to the Department assistant before proceeding. Repairs must not be carried out without prior approval.

Custodians of instruments are responsible for the safekeeping of the instruments and accessories. Damaged items/equipment must be centrally managed and may not be repurposed. Relocation requires notification to the Department assistant.

Chemicals managed by the Department shall be distributed only on Tuesday and Thursday afternoons. Users must complete the chemical usage registration form. Entry into the chemical storage room is prohibited at other times except under special circumstances.

Laboratories must collect the monthly Laboratory Safety and Health Inspection Report before the 10th of each month and submit it to the Department assistant before the 20th. The assistant will verify reports the following day.

Items designated as scrapped must be processed according to disposal regulations and may not be repurposed.

Waste liquid storage rooms (H304-1 and the 3rd floor balcony of Building H) shall be open only on Monday and Wednesday afternoons. Laboratories must provide a list of waste liquid types and weights before disposal, categorized accordingly. In special cases, laboratories may apply for dedicated waste liquid containers and must report container weights (including container weight) before the 15th of each month. Entry into the storage rooms is prohibited at other times.
Article 4 Users:

Laboratory custodians (including graduate students, project students, foreign faculty, and assistants) shall responsibly monitor and verify all designated property (including equipment, chemicals, and miscellaneous items).

Custodians shall ensure proper use and safekeeping of all designated property and conduct regular maintenance and inspections. In case of equipment/item failure, repair requests must be submitted to the Department office. Repairs must not be arranged directly with vendors without University procedures, to avoid administrative or accounting irregularities.
Article 5 All faculty, staff, and students of the Department laboratories shall comply with the above regulations.
Article 6 Matters not specified in these Regulations shall be submitted to the Department Affairs Meeting for amendment and announced for implementation thereafter.
