Operational Guidelines for Graduate Student Scholarships

Article 1 These Guidelines are established in accordance with the University’s Regulations for Graduate Student Scholarships.

Article 2 Graduate student scholarships are divided into two categories:

  1. Academic Excellence Scholarship.

  2. Thesis Excellence Scholarship.

Article 3 The Academic Excellence Scholarship shall be awarded based on the number of graduate students enrolled in the master’s program (excluding in-service programs, students on leave, withdrawn students, and extended-study students):

  • When the number of graduate students is 30 or more, NT$15,000 shall be awarded per semester.

  • When the number of graduate students is between 15 and 29, NT$10,000 shall be awarded per semester.

  • When the number of graduate students is fewer than 15, NT$5,000 shall be awarded per semester.

The total scholarship amount shall be distributed based on the academic performance of first-year master’s students in the day program. Eligible recipients must rank in the top three of their semester’s total grades and have a conduct score of 80 or above. Distribution shall be as follows:

  • First place: 50% of the scholarship amount.

  • Second place: 30% of the scholarship amount.

  • Third place: 20% of the scholarship amount.

Article 4 Eligibility for the Thesis Excellence Scholarship includes the following:

  1. Academic papers published under the University’s name.

  2. Patents obtained under the University’s name.

  3. Participation in research-related or industry-academia collaboration competitions or exhibitions under the University’s name, with publicly presented results.

  4. Participation in internal or external competitions or exhibitions related to projects, creativity, inventions, or programming, with awarded rankings.

Article 5 Achievements listed above shall be evaluated using a point system. Points shall be accumulated and rounded to two decimal places. For the same research or work within a given year, only the achievement with the highest point value shall be rewarded. The point system is as follows:

  1. Academic Papers

    • Journal Articles:

      • SCI(E), SSCI, AHCI journals: 5.00 points per article.

      • EI, TSSCI journals: 3.00 points per article.

      • Other international journals: 2.00 points per article.

      • Other domestic journals (including university journals) published in English: 1.00 point per article.

      • University journal published in Chinese: 0.60 points per article.

      • Other domestic journals published in Chinese: 0.30 points per article. (Journal classification shall be based on inclusion within the past three years.)

    • Conference Papers:

      • International conferences (with participation from three or more countries), foreign language papers: 1.00 point per paper.

      • Domestic conferences (including cross-strait), English papers: 0.80 points per paper.

      • Other conferences, Chinese papers: 0.20 points per paper.

      • International conferences indexed in EI shall be awarded points equivalent to EI journal papers.

      • Accepted conference papers without full text shall be treated as poster presentations and awarded points equivalent to external competition/exhibition participation.

  2. Patents

    • International patents with substantive examination: 8.00 points per patent.

    • Other international patents: 5.00 points per patent.

    • Domestic patents with substantive examination: 6.00 points per patent.

    • Other domestic patents: 3.00 points per patent. (Profit-sharing from patent applications or technology transfers shall follow separate regulations.)

  3. Competitions/Exhibitions

    • External competitions/exhibitions under the University’s name: 0.20 points per participation.

    • International competitions/exhibitions:

      • First place: 8.00 points.

      • Second place: 6.00 points.

      • Third place: 4.00 points.

      • Honorable mention: 2.00 points.

    • National competitions/exhibitions: awarded at 50% of international competition points.

    • Regional competitions/exhibitions (organized by county-level or higher authorities): awarded at 25% of international competition points.

    • Internal competitions:

      • First place: 0.50 points.

      • Second place: 0.40 points.

      • Third place: 0.30 points.

      • Honorable mention: 0.20 points.

Article 6 For papers, patents, competitions, or exhibitions with multiple authors/participants (excluding advisors), points shall be weighted as follows:

  • First or second author: 100%.

  • Third or fourth author: 50%.

  • Fifth author or beyond: 25%. Applicants must specify point allocation among co-authors.

Article 7 Duplicate publications of the same work, or works with identical research subjects/content but only revised conclusions, suggestions, or titles, shall only be rewarded for the first publication.

Article 8 Recipients of the Thesis Excellence Scholarship must be master’s students applying for graduation. The application deadline is May 31 of each year. Distribution shall follow Article 2 of the University’s Scholarship Regulations:

  • First place: 50%.

  • Second place: 30%.

  • Third place: 20%.

  • If second and third places are vacant, the first place shall receive 100%.

  • If only third place is vacant, first place shall receive 60% and second place 40%.

Article 9 Recipients of the Thesis Excellence Scholarship shall be confirmed by resolution of the Curriculum Committee.

Article 10 These Guidelines shall be implemented upon approval by the Department Affairs Meeting and filed with the University Scholarship Management Committee. Amendments shall follow the same procedure.
